Cornwall's police force's spending on agency staff has rocketed by nearly £1 million while jobs have been cut over the past three years.
About 400 civilian posts have been shed by Devon and Cornwall Police as the force struggles to save the £51 million demanded by the Government.
Another 97 posts, from 1,800, are expected to be cut in the next two years. By then almost one-in-four civilian posts will have been lost.
