Police were called to an incident involving a man making animal noises at Newquay library this afternoon.
At 3.45pm officers were called to Manor Road where they discovered a man making animal sounds outside the town's library, a representative form Devon and Cornwall Police said.
The man was incoherent and officers suspected he may be under the influence of drink or drugs.
Paramedics were also called to the scene.
