The manager of a city take-away who threw a cigarette butt down a storm drain is refusing to pay a £220 court fine and charges saying the penalty is "ludicrous". Dave Jode, 29, of Threemilestone, was fined in his absence at Truro Magistrates Court on Friday after he failed to pay a £50 fixed penalty notice issued in February.
